What is an Entry Summary Declaration (ENS)?
An Entry Summary Declaration (ENS) is a pre-arrival safety and security notification required for goods entering Great Britain. It provides HMRC with advance information about the cargo, allowing customs authorities to assess risk before the goods arrive.
When did ENS become mandatory for UK imports?
S&S GB (Safety and Security Great Britain) requirements came into force on 31 January 2025. Since then, an ENS must be submitted for most goods entering Great Britain from outside the UK.
Who is responsible for submitting the ENS?
The carrier — the operator of the transport mode — is legally responsible. For road freight, this is typically the haulier. However, carriers can appoint an authorised representative (like ENS Declaration) to submit on their behalf.
When must the ENS be submitted?
For road freight, the ENS must be submitted at least 1 hour before arrival at the UK border. Timing requirements differ by transport mode: air freight requires advance notice before loading, and maritime requirements vary by voyage length.
What information is needed to submit an ENS?
Key data includes: consignee and consignor details, GB EORI number, description of goods, commodity code, number of packages, transport details (vehicle registration, route), and the estimated time of arrival.
What happens if an ENS is not submitted?
Failure to submit an ENS can result in goods being detained at the border, significant delays, and financial penalties from HMRC. Consistent non-compliance can lead to further enforcement action.
Do I need a GB EORI number?
Yes. A valid GB EORI (Economic Operator Registration and Identification) number issued by UK Customs is required to submit S&S GB declarations. We can assist with EORI registration if needed.
